My research involves enhancing hazard identification for better Safety Risk Management to improve the overall SMS effectiveness in the Nigerian Air Force. I intend to conduct some form of safety training sessions for personnel selected randomly, then use a pre-test/posttest or control/experimental group, depending on the manpower available. I am yet to decide on the format.
With respect to research ethics, I believe that conducting research on aviation safety in a military setting could encounter both challenges and opportunities. On the positive side, it could be easier to reach out to participants and request their consent to participate in the research; I also foresee that responses/feedback from potential subjects could be more prompt in a military setting than in civilian aviation organizations.
I believe that ethical issues I could encounter may heavily depend on the existing safety and reporting culture in the Service. Last week, I got a valuable input from colleagues, that if hazard identification and reporting is having some drawbacks, then I could also investigate the safety/reporting culture in the organization, which could be the underlying factors for inadequate safety reporting. While military participants may not outrightly say “No”, but I could face a challenge of lack of objectivity in reports received from participants. It may not be possible for me to hide their identities, since the experimental group would have to go round sections to identify hazards through interviews, physical hazard ID, etc. Hence, I would need to assure the subjects on their free choice to/not to participate and option to withdraw at any time. Also, I would disclose the importance of the research and implore them to be objective in their safety reporting since the outcome of the research is beneficial to everyone.
I anticipate that data collection has the potential to bring disruptions to normal operational activities (inspections, interviews, etc), so I need to watch out and minimize this disruption and specially respect the duty hours of personnel. During my analysis, I would need to avoid siding with participants, prevent personal bias and report the full range of findings.
