Using an ethnocentric approach would definitely help ramp up staffing, talent, and setting the culture. In the first four years you rely heavily on JUMP candidates to fill your lower management rolls and a pretty even mix of expatriates and JUMP candidates fill your middle management. Though, what cost benefit did you see with hiring more external hires than local MDP attendants? I understand from your case analysis that there are indicators of Kazakhstan’s workforce lacking qualifications to manage Bosch Group subsidiaries but what about the long extended time and processes of hiring external hires? Would the cost of developing HCN’s and running qualified applicants through the MDP help separate qualified and non-qualified applicants for lower and middle management? Food for thought.
